Bannerlord disband party. You have to be in a kingdom as either a vassal or faction leader to be able to create an army. If you are an independent clan, you do not have access to the Kingdom tab, which is where Create Army lives. So independent clans cannot create an army. On the other hand, factions will not attack an independent clan.
